As part of the design process, Marion County presented three options for how excavated material from the marinas might be used to build new benefits for the community and wildlife. These options were developed taking into consideration several factors including but not limited to:

  • Public health and safety
  • Views and aesthetics
  • Environmental and habitat benefits
  • Recreational and access benefits
  • Lake navigation
  • Cost
  • Construction feasibility


Marion County presented these options to the community in Spring 2023 and asked for feedback on which alternative they preferred. Most comments expressed a strong preference for Alternative 2 - Osprey Point Peninsula. The County took this feedback into consideration, alongside other important factors, such as wildlife habitat potential, construction feasibility, and recreational opportunity, when evaluating the alternatives. Following a thorough assessment and with backing from the Detroit City Council, the Marion County Board of Commissioners approved moving forward with the community-supported Alternative 2 as the chosen design option for reusing excavated materials.

SITE CONCEPT

The scope of this project is limited to the location of the excavation material. The construction and maintenance of any amenities such as picnic facilities or bathrooms will be decided in a separate process.

Alternative 2 - Osprey Point Peninsula

Alternative 2 - Osprey Point Peninsula is a curved peninsula approximately 2,400 feet long by 120 feet wide and extending southwest of Detroit Flats Day Use Area. This alternative would create a destination for visitors and has the potential for pedestrian, non-boating, and boating activities. With the Detroit Flats Day Use Area already widely used by visitors and members of the community, this alternative would create a larger space for more people and wildlife to enjoy and use. It would increase habitat, create new fishing access, allow for pedestrian access to an existing island at lower water levels, and preserve existing boat channels.

 

The community’s ideas are at the heart of the upcoming Osprey Point Peninsula in Detroit Lake. The original design was based on the U.S. Forest Service's 2011 Design Booklet, which itself was developed by University of Oregon graduate students through a robust Detroit community input process. The subsequent design planned today was adapted with feedback from the community and partner agencies in 2022 to create Osprey Point Peninsula.



Though the design of Osprey Point Peninsula has evolved, the core goals remain the same: to expand recreational opportunities and enhance habitat for fish and wildlife in Detroit Lake.
